The Charlottetown Airport Authority Inc. (CAA) is seeking a Director, Infrastructure to oversee all buildings, facilities, and infrastructure on airport lands. This role manages maintenance teams, handles third-party contracts, coordinates with stakeholders on design and construction projects, and oversees the airport capital program. This key role also ensures adherence to regulatory requirements, develops maintenance programs with strict safety adherence, and contributes to strategic planning for the CAA Management Committee. Effective leadership, communication, and project management abilities are essential for this position.

Principal Responsibilities

Facilities Management:
  • Lead the maintenance team in responding to system outages and resolving technical issues.
  • Develop and implement schedules and procedures for safety inspections and preventive maintenance programs.
  • Manage the building management system.
  • Communicate and resolve facility-related issues with tenants, including airlines, ground handlers, rental car agencies, and restaurants.
  • Support design and construction projects related to the Air Terminal Building.
  • Manage relevant third-party contracts for all buildings and facilities.
  • Develop performance expectations and standards of excellence, audit work performance, and ensure compliance with Health and Safety policies and procedures.
  • Plan and manage the facility's operations budget.
  • Supervise Building Maintenance staff and contracted personnel.
Capital Program Management:
  • Manage the CAA Capital Program in coordination with users and stakeholders.
  • Manage small to medium-sized capital projects as the primary project manager.
  • Identify the need for architectural and engineering services; coordinate professional & technical services; assess and review completed work to ensure contractual requirements are met.
  • Prepare Requests for Proposal (RFP) documents to solicit proposals for professional services.
  • Develop terms of reference and/or tender specifications for infrastructure projects; place tender calls and evaluate bids.
  • Coordinate with the VP, Operations, and other management staff on operational planning and activity aspects of capital and O&M projects.
Operations Support:
  • Ensure adherence to regulatory requirements by Canadian Aviation Regulations, Canadian Aviation Security Regulations, and Aerodrome Standards and Recommended Practices.
  • Develop operational and contingency plans in consultation with the VP, Operations, to ensure safety and compliance with regulations.
  • Support the goals and objectives of the Operations Group.
  • Provide technical advice and recommendations to resolve technical operations and achieve optimal benefits.
Executive Committee Participation:
  • Participate in strategic planning and policy development initiatives as a member of the CAA Management Committee.
  • Contribute to discussions on management issues, including organizational development, human resources planning, recruitment and retention, performance management, labour relations, professional development, separations and terminations, and financial management.

  • Ability to interact effectively with staff, customers, suppliers, contractors, and government regulators.
  • Detail and results-oriented with the ability to work independently and prioritize tasks.

Work Conditions

Primarily office-based, with approximately 10% of time spent in an outdoor environment.

Compensation
The Charlottetown Airport Authority Inc. is a federally regulated private-sector corporation. The salary for this management non-unionized position is competitive and commensurate with the successful candidate’s education and experience.
 

Qualifications

  • A post-secondary degree or diploma in Engineering, Construction, Facilities Management, Technology, Business Administration, or an aviation-related program. Applicants who demonstrate a strong combination of relevant work experience and professional development may also be considered.
  • Professional certifications such as Project Management Professional (PMP), Facilities Management Professional (FMP), or Certified Facility Manager (CFM) are considered an asset.
  • Experience in managing facilities, infrastructure, or related areas. This includes resolving technical problems, managing building management systems, and coordinating professional and technical services.
  • Experience managing small to medium-sized capital projects, including preparation of RFPs, tender specifications, and overseeing project implementation.
  • Leadership skills to mentor team members and resolve conflicts or roadblocks.
